Montenegro to Join EU in 2028

Montenegro citizenship for investments

Montenegro is inching closer to becoming EU member state with its final set of negotiations progressing well. Montenegro remains the EU’s most advanced accession candidate. 

Last week, the EU announced reaching a significant milestone on Montenegro’s path to EU membership.  A dedicated working group has been established to begin drafting Montenegro’s Treaty of Accession— the legally binding document that will define the terms of its entry into the European Union. This is the first time such a step has been taken since Croatia’s accession in 2013.

Economic Citizenship

Montenegro operated a limited version of citizenship by investment program from 2019 to 2022. The program has been terminated after reaching its expiry time. The country has not restarted the CBI program to pursue its EU accession goals amid criticism from EC to terminate investor citizenship programs.

Montenegro’s Citizenship by Investment Program (CBI), was first launched in 2019, officially concluded on December 31, 2022, after granting 860 passports and securing over €247 million in investment. The program required a €100,000 donation plus a €250,000–€450,000 real estate investment, aimed at regional development 

Montenegro is the Western Balkan country closest to becoming an EU member, and we remain fully committed to its European future.
