St.Lucia Appoints CIP Board

Saint Lucia CIP

The CIP Saint Lucia Program consists of CIP Unit and CIP Board to oversee and administer the citizenship by investment program. The Citizenship by Investment Unit (“the Unit”) are the general administrators of CIP Saint Lucia and are responsible to receive and assess all applications for citizenship and licenses. The Citizenship by Investment Board (“the Board”) are the overseers of CIP Saint Lucia and the Unit.

The Cabinet has appointed the following persons to be members of the Citizenship by
Investment Board for a period of two (2) years with effect from 1st September, 2023. to 1st September 2025. The appointment of Board was Pursuant to Sections 4 and 5 of the Citizenship by Investment Regulations Cap. 1.20, published in Saint Lucia Government Gazette (Issue 30) on July 22, 2024.

Board Members

  1. Mr. Lorne Theophilus – an Attorney-at-Law with at least ten years standing (Chairperson)
  2. Mr. Julian Charles – nominated by the Minister with responsibility for the Citizenship by Investment Programme (Deputy Chairperson)
  3. Mr. Sean Alexander – nominated by the Minister with responsibility for National Security
  4. Mr. Kamali Charlemagne – the Attorney General’s representative (from Mar 25, 2024)

Board Functions

The functions of the CIP Board include the following :

  • co-ordinate the administration and operation of CIP Saint Lucia in an efficient manner;
  • monitor the process of an application by an applicant;
  • review reports of the Unit;
  • make recommendations to the Minister on the development of CIP Saint Lucia;
  • establish and determine the functions or duties of the Unit; and
  • issue guidelines within its jurisdiction under the Citizenship by Investment Act Cap. 1.20 Act (“the Act”);
