On March 17, 2025, the Vanuatu Citizenship Commission issued an official announcement, during its cabinet meeting on March 12, 2025, decided to suspend all applications for CIIP citizenship by investment program under Decision No. 12 of 2025.
No applications for CIIP citizenship will be accepted until new regulations are published.
The New CIIP regulation will be finalized by Attorney general office and will be signed by Prime Minister.
The Vanuatu Government has warned agents aiding such fraudulent applications will have their licenses reviewed and revoked, and criminals bypassing due diligence will have their passports cancelled,
The Vanuatu Capital Immigration Investment Plan (CIIP) so far remained the cheapest citizenship option for many foreign investors, starting from $100,000.
Vanuatu has significantly strengthened its own program in recent years, particularly in due diligence and applicant screening, including imposing personal visit for collection of passports at consulates. Vanuatu maintains a strict list of restricted nationalities ineligible to apply for citizenship, ensuring that only applicants who meet stringent security and compliance measures qualify
