Nauru Opens Sustainable Citizenship by Investment Program

The Government of the Republic of Nauru officially announced launch of Nauru Economic and Climate Resilience Citizenship Program at the 2024 United Nations Climate Change Conference (COP 29) held in Baku. Nauru is third smallest pacific country (a microstate) in the world (just 21 km2) with a population of under 12,000 people.

Economic and Climate Resilience Citizenship

The Nauru Economic and Climate Resilience Citizenship Program (ECRCP) is a citizenship by investment program that allows individuals to obtain Nauru citizenship in exchange for a significant economic contribution. The program aims to support Nauru’s sustainable development and climate resilience efforts.

Legal Background

The Nauru Economic and Climate Resilience Citizenship Act 2024 – No 15 was certified and commenced on 20 August 2024. Under the act, a person may acquire economic and climate resilience citizenship of the Republic of Nauru, if he or she has made or intends to make a significant contribution in the social, economic, industrial, commercial, climate protection or enhancement or any other form of development or benefit in or outside of the Republic.

Investors can secure Nauruan citizenship through a contribution to the national Treasury Fund, starting at USD 105,000 for a single applicant. This investment unlocks benefits for international investors including visa-free access to 89 destinations, unrestricted dual citizenship, and the ability to extend citizenship to family members. All applicants are subjected to rigorous due diligence processes and robust governance to ensure that only qualifying candidates will receive Nauruan citizenship.

Citizenship Office

The Nauru Citizenship Program Office will be responsible for administering, running and overseeing the new program.

Basic Eligibility

Minimum Contribution

  • USD 105,000 for a single applicant
  • USD 110,000 for a family of two–four members
  • USD 115,000 for a family of five or more members
  • USD 15,000 for each additional sibling of the main applicant or their spouse

Application fee

  • USD 25,000 for a single applicant
  • USD 27,500 for a family of two–four members
  • USD 30,000 for a family of five or more members

Due diligence fee

  • USD 10,000 for the main applicant
  • USD 7,500 per additional family member aged 16 or older (spouse, sibling, child, or qualifying adult dependent)

Passport fee

  • USD 500 per passport, to be paid to the Nauru Government

Background Checks

Applicants undergo thorough due diligence checks and are required to attend an interview. Upon approval, applicants make the required contribution, take the Oath of Allegiance to Nauru, and receive their certificate of citizenship and Nauruan passport.
